CT Veterans requiring home and based services in order to remain in the community and avoid institutionalization have the opportunity to self-direct their own care. Through this program veterans serve as an employer and have the freedom to hire and fire their own Personal Care Assistants and with the help of a fiscal management service, manage their individualized care plans and corresponding budgets.

The Congregate Housing Services Program (CHSP) provides supportive services for participants in eligible housing projects who meet specific requirements. The supportive services may be provided to frail, elderly persons at least 62 years of age or non-elderly persons with disabilities for the purpose of promoting independence, preventing unnecessary institutionalization and helping people remain in the community as long as possible.

The program provides nutritionally balanced meals to eligible residents 60 years of age and over and their spouses.
