• Medicaid Waiver Applications

  The CT Department of Social Services is the single state agency for the Medicaid program and is responsible for the overall administration of the program, including all federal Medicaid Waivers. This section will provide the notice of the Department of Social Services’ intention to submit a federal Medicaid Waiver application to the Centers on Medicare and Medicaid Services. Medicaid Waiver applications may include a submission for a new Medicaid waiver application, renewal or amendment.

• Children Health Insurance Program (CHIP) State Plan Amendment

  HUSKY B is Connecticut’s Children’s Health Insurance Program (CHIP, also known as Title XXI). HUSKY B provides a free or low cost health insurance program for children and youth up to age 19 for families who are not income eligible for HUSKY A.

• 1115 Justice-Involved Demonstration Waiver

• Section 1115 Demonstration Waiver for Substance Use Disorder (SUD) Treatment

  As part of the U.S. Department of Health and Human Services’ effort to combat the ongoing opioid crisis, the Centers for Medicare & Medicaid Services (CMS) created an opportunity under the authority of section 1115(a) of the Social Security Act for states to demonstrate and test flexibilities to improve the continuum of care for beneficiaries with substance use disorders (SUD) including Opioid Use Disorder (OUD).

• Notice of Intent to Amend Medicaid Waivers For Individual and Family Support and Employment and Day Supports

  In accordance with the provisions of section 17b-8(c) of the Connecticut General Statutes, notice is hereby given that the Commissioner of Social Services intends to submit the following two applications to the Centers for Medicare and Medicaid Services (“CMS”).

  These plans describe Connecticut’s programs that furnish financial assistance and services to needy families in a manner to fulfill the purposes of the Temporary Assistance for Needy Families (TANF) program.

• Connecticut Plans for the federal Social Services and Community Services Block Grants for Federal Fiscal Year 2019

  The Social Services Block Grant and the Community Services Block Grant public hearing is scheduled for Tuesday, September 18, 2018 beginning at 12:30 p.m. in Room 2E of the Legislative Office Building, 300 Capitol Avenue, Hartford CT.

• Social Services Block Grant (SSBG) Allocation Plan – Federal Fiscal Year 2021

  The block grant legislation gives the state significant discretion in providing a wide range of services.

  The  Jobs  First  Employment  Services  (JFES)  program provides employment services to time‐limited recipients of Temporary Family Assistance (TFA), the state cash assistance program for needy families.   TFA  is  provided  to  families  who  are  determined eligible by the Connecticut Department of Social Services (DSS).
