Line charts showing juvenile court referral trends from 2013 to 2016. Delinquency referrals declined from 11,960 in 2013 to 9,495 in 2016. FWSN referrals increased from 3,698 in 2013 to 4,081 in 2015 and then decreased to 3,448 in 2016. Referral rates per 1,000 juveniles also declined for delinquency and fluctuated slightly for FWSN
