The Municipal Finance Services (MFS) team of the Office of Finance helps local governments manage their money and stay compliant with the guidelines. We make sure towns report their finances correctly and stay financially healthy. Our team also:

  • Creates simple steps for towns to file reports
  • Provides guidance on financial matters
  • Collects and shares municipal financial data
  • Helps auditors use the Electronic Audit Reporting System (EARS)
  • Works with tax and finance groups in Connecticut
  • Publishes important documents for audits

The following are two statutory provisions in the Office of Policy and Management. Check out how they help towns with financial issues.


 

Municipal Accountability Review Board (MARB)

Find information and reports on how the MARB supports towns in CT. Their work is to make sure towns stay on track and be responsible with public money.
 

Municipal Finance Advisory Commission (MFAC)

Learn how the MFAC helps towns navigate financial risk. The committee reviews audit laws and standards. They also give advice when needed.

Procurement standards

Contractor evaluation 

Learn how to properly submit the evaluation of the POS or PSA contractor's performance. This report must be completed no later than 60 days after the project's completion.

Cost standards

State Analytical Reporting System (STARS)

STARS is a system that provides the State with advanced analytical and reporting capabilities. It makes it easier to manage CT’s human capital and financial data in CORE-CT. Some of the capabilities include: Interactive reports, trend analysis, multiple presentation formats, and detailed data views for its users.
