The Office of Policy and Management (OPM) gives information and advice to help make policies for the State, its agencies, and towns.

Our programs help the people of Connecticut, because at OPM we help state agencies:

  • Develop the Governor’s budget proposal
  • Administer the state budget after the General Assembly approves it
  • Work with other agencies to strengthen services, and ensure taxpayer dollars are spent appropriately
  • Develop policies that assist state government work quickly and efficiently
  • Administer tax relief, grants, and financial oversight

Fiscal Health Monitoring System (FHMS) 

Use the FHMS portal to file your municipality’s fiscal information. This resource also helps you look at its financial condition.

Electronic Audit Reporting System (EARS) 

Upload audit reports for the organizations you support. This platform ensures we receive your reports at OPM.

Municipal Budget Database System (MBDS)
