About the Division of Administration

The Division of Administration provides tools, information, and support so OPM employees can do their work and carry out OPM’s mission.

What the Division of Administration Does
The Division of Administration carries out the Secretary of OPM’s direction and manages the agency’s day‑to‑day administrative work.
This includes:

  • Communicates with staff and outside partners
  • Organizes policies, procedures, and rules into place
  • Helps teams work together to solve problems across OPM and with other agencies

How Services Are Organized
The Division of Administration provides services through three units:

  • Business Operations
  • Purchase and management of contracts
  • Human Resources and Equal Employment Opportunity
  • Information Systems Support and Development
  • Track and manage inventory

Business Operations Unit
The Business Operations Unit manages OPM’s budget and daily operations. This work includes:

  • Purchase and manage contracts
  • Track and manage inventory
  • Handles fleet, mail, and courier services
  • Supports employee travel
  • Manages buildings and facilities
  • Stores records and required documents
  • Processes payments and track spendings
  • Maintains financial accounts and reports
  • Reviews audits for OPM subgrants

This unit also handles hiring, staff management, and recruiting for all OPM staff.

Human Resources and Equal Employment Opportunity Unit
The Human Resources Unit manages OPM’s workforce needs. The unit includes:

  • Labor relations and collective bargaining
  • Hires, staff management, and recruit process

The Equal Employment Opportunity (EEO) Unit is part of Human Resources. It:

  • Develops and applies EEO and affirmative action policies
  • Supports compliance with the Americans with Disabilities Act (ADA)
  • Helps ensure OPM follows federal, state, and local equal employment laws

The Information Systems Support and Development Unit provides management and support services for the agency’s computer systems, specialized software application development, network administration, telecommunications support including Internet access, and OPM technology planning.
