- Handle employee grievances. This includes arbitration hearings, and negotiate union contracts
- Work on contracts, renew union contracts, and settle interest issues
- Provide training and guidance on labor and employment issues
- Create rules to keep contracts and work practices consistent
- Guide state talks on pensions and health benefits
